As the driver, it's your responsibility to make sure that children are secure and safe in your vehicle. Make yourself familiar with the rules. In a few very exceptional cases when a child restraint isn't available, an adult seat belt must be used.
That they sit between two belted people
That they can fasten their own seat belt
That a suitable child restraint is available
That they can see clearly out of the front window
